Douglas County, KS & Johnson County, KS are both being approached by energy companies with potential proposals for massive Industrial Utility-Scale Solar Power Facilities which include thousands of acres of solar arrays, inverters, battery energy storage systems, transmission lines and sub-station.
Although utility-scale solar facilities could provide clean energy, they could also degrade the quality of life for hundreds of area residents and negatively impact agriculture, wildlife, existing businesses and long-term economic growth, especially when irresponsibly sited.
Below are thoughts and opinions submitted by Citizens.

We have invested finanacially into remodeling our home, which Johnson County now values at over 0,000. Our property values and way of life, along with the environment, are just as valuable to our family as to those living in more heavily populated areas of the county. We deserve the same respect and protection as residents of Leawood, Olathe, Overland Park, etc. |

George S. | Douglas County, KS | Solar power will not be sustainable in Douglas County, KS. due to more cloudy days than sunny days not to mention the snow/ice in the winter months.The unreliable and dilute nature of their “fuel” sunlight makes “weather dependent Solar” unsustainable in Kansas. Environmentally it will harm the federally protected Bald Eagles among other birds. Because they are attracted to the solar panels. The 3,000 acres of agricultural land (which could feed 1,500 people for one year)will be destroyed also including historical sights. What will happen when solar cells are damaged or old? How will they be disposed of? It is valid to note that end of life solar panel recycling and disposal is an issue. Toxic waste is a huge concern for the future. These huge farms should not be anywhere near a populated area. The risk of contamination and pollution of ground and surface water from spills and airborne chemicals would be a great health concern for the community. Coal, nuclear and petrochemical companies must come up with detailed costly plans for dealing with real or potentially negative consequences of their operations. On the other hand; Solar and wind companies have been rewarded with subsidies and absolutely no disposal standards or requirements. Harnessing sunshine and wind to serve humanity is not free-or clean, green, renewable, or sustainable. |

I pay taxes to a Jr. College with a state-of-the-art performing arts center and art museum. I don't know what other grandeur exists but they are always building something. China will make out pretty well since all, or most, parts will come from there. Has anyone thought about the wildlife that will be displaced or die due to the mega solar array? What does make sense is to put solar panels and batteries into homes, if the owner wants them. I would LOVE to have solar power on my house now that I have had to cut down all of my big old trees. I would settle for a small wind turbine for power to enable us to cut the umbilical cord with Evergy, who, BTW, is still conducting rolling power outages due to their sorry infrastructure. I had to relocate my 90-year-old father twice this past summer, 2022, due to power outages. Funding for the frail, homebound, and elderly is laughable in a very sick and sad way. Public schools are begging for money. No , this solar panel setup is not a good way to spend MY money. The real shame in this project is that I just learned about it from a telephone poll taker. With what we pay in taxes a letter would have been nice. A bit of common sense must come into play at the county level. My ballot is signed, sealed, and ready to mail. |

The long term effects are detrimental and we do not have the resources to create enough battery storage to sustain the grid for 24 hours if we produced at current levels for 400 years. There is also no recycling model for these batteries that must be replaced every 15 years. So we will fill our landfills with batteries and windmill veins, rape foreign lands for their natural resources using fossil fuels to do it, and then claim we are green. Don't buy the BS! |

Most likely not even net zero considering not just the building of the machinery, but the disposal as well! This does not biodegrade. You can bet if it was going in next to a politicians home/land, they would vote against it. Let us individuals decide if we want it on our own property and we'll put it in if we want it. Don't succum to some large multi billion $ out of state company that wants to just make $ and send the power out of stte. And change our laws so they have ultimate authority in our state. If we allow these installations to gobble up all of our farm ground then where do we get our food? Where do we grass feed our cattle? What happens when all of our creeks and streams and ponds and lakes are full of sediment from rain run-off because there is no ground cover left? What happens to the wildlife in areas where these installations are? Where do they go? Anyway, I digress. These installations will not and cannot solve our energy problems. They should be part of the solution, but not the entire solution. And by allowing these installations to be built on prime farm land does a disservice to those families and persons who want to continue either generations long farming or who have never farmed and want to give it a go. |

My concern with this project is the noise level. I have seen some videos where there is a constant humming noice coming from the solar farms. If they are true it would really reduce the quality of life for all of the homes in our area. |

This is so big it will more than likely contaminate our water supply by what they need to place in the ground to run this big scale facility. We are all on well water and want to continue using our well water. The pesticides used for brush is another factor when it our land, plants and animals. I also do not want my property value to decrease in value because of this facility. I do not support this type of facility. |

The examples shared in the links below are proof of the concern. If massive utility-scale solar facility developments are indeed approved by County Commissioners WITHOUT strong, enforcable regulations in place, potential noise from aging (and even brand new) industrial solar facility inverters will be another issue that will negatively impact quality of life in Kansas. Depending on how close inverters are to property lines, depending on which way the wind is blowing, depending on how many sides of a property are enclosed by utility-scale solar...noise will indeed be an issue, especially over 20+ years. SOUND CARRIES...on our own Douglas County property we can hear noise of all types from MILES away. There are no regulations in place to determine how do dispose of the batteries. Also many of the components are not ethically sourced. China is the largest manufacturer of solar batteries. We all know how “awesome” their labor laws are. The propose farm would sit on 2 water sheds and feed into the bull creek river. What impact will the run off have on Hillsdale? Bull Creek feeds into Hillsdale. Which is a fishing and recreational lake. Also there is nothing in wiring that the energy produced would go back to gardner or the the surrounding communities. Michael M. | Johnson County, KS | Some of the Utility-Scale Solar Facility (USSF) regulations that I, as a concerned citizen, am asking for follows. • Project size - limit to 1000 acres without a waiver to change size and scope of the project. • Setbacks - require a minimum of 300ft. radius from property lines where there are residences in close proximity. • Screening - require vegetative and other visual buffers to fully screen solar panels and related equipment. • Require a 2-3 mile buffer to adjacent cities to allow cities to grow and develop. NO waiver should be allowed. • No property should be enclosed on more than two sides by solar panels. • Solar panels should not be placed where stormwater runoff would cause flooding, erosion, or other damage to the watersheds. This project covers two important watersheds. • Prohibit use of professional herbicides that are detrimental to humans and wildlife which also could contaminate ground water supplies and watershed tributaries. • Research has shown that property values decrease within the proximity of a USSF. NextEra Energy should provide various means to let property owners choose from several options to recoup their losses. For example, options could include 1) reductions in electricity fees, 2) reduced prices for shares of NextEra Energy stock, or 3) residuals (royalties) that continue for as long as the landowner remains in possession of their property. |

You are considering a size of 1000 acres, but because Johnson County is considering 3000 acres of land right next door, we could be looking at a 4000 acre chunk of solar panels between the two counties which would be inappropriate for so many reasons. There should be many acres of space between these. #3 Set backs from houses. We're used to lots of space out here. The 100 foot setback from existing houses is absurd and cruel. An acre is 200 feet long. We need at least a few acres between a house and fields of solar panels. What happened to first putting solar farms on brown sites, already disturbed land? There's none of that here. Please put regulations that will protect this area!! |

Here are my thoughts on utility scale solar regs for the county: Minimum of 1000' separation between solar farms and homes Limit solar farm size to 500 acres (or 100MW DC of solar) No dangerous herbicides that could contaminate and ruin the soil and groundwater No clear cutting of trees (unless on a brownfield site) Incentives for installing solar on brownfield sites As I drive around the county, there are so many wide open/no trees locations away from homes which could be utilized. We (GES) are currently installing the solar portion of the 10MW West Plains, MO solar farm. This is on top of a landfill. Let's use these brownfield sites. Or if not brownfield sites, at the very least, sites that are far from homes, and are already wide open and free from trees. |

Do companies from Florida think Kansas is no big whoop and that this is not big deal to the residents of Douglas County? Does NextEra receive money or tax incentives? I wonder why they are choosing a densely populated area in the growth corridor instead a repurposed industrial site like Sunflower Ammunition Plant or next to the InterModel. I question the sustainability of a massive solar array and what the long term effects on the environment and economy might be. What happens if this project is unsuccessful in a few years? Abandoned it will surely be an ugly sight. You, the county commissioners and planners have a sworn duty to protect the viability of our county as well as our rights and investments as landowners. We love our homes. Please do not let this huge solar project take hold in our county. I look forward to working with you on regulations to ensure safe and reasonable industrial projects and am not against household- or building-sized solar panels. |

What is sustainable about that? An industrial solar facility is just fossil energy morphed into what appears to be a “green” form of energy production. perpetuating the un-sustainable. We are beyond the peak of available petroleum and do not have energy to squander in future decades to sustain this ridiculous game. I keenly recognize that the situation with energy is a big and serious conundrum that affects all of us. Only thoughtful and intelligent thinking will offer more reliable avenues for consideration. I think that it is our responsibility to value open land as our most dear and valuable resource. Support those who grow our food or whose land provides haven for wildlife, plants and animals that are so crucial to a balanced ecosystem and for the human soul. The scale of this proposed project will permanently scar the land because of the general disturbance and even more concerning is the additional loss of top soil from drip line scouring and the aggregate loads of runoff water that will erode soil and with the potential to negatively affect land outside the periphery of the project. Please don’t entertain allowing what is ultimately a wasteful project, with guaranteed future negative consequences. We are all part of this planet and need to take responsibility for our future generations. |

But if for some reason you think that these Industrial Solar Fields must be in one of the most beautiful areas in Douglas and Johnson County than I have issues and concerns. I have issues with the neighborhoods and some individual homes having the potential of being surrounded by these Industrial Solar Fields on more than one side of their property lines. NextEra strategically went around neighborhoods and homes to quietly secure these plots of land with no consideration for existing non-participating homeowners. Most of the participating landowners do not even live on their land in the proposed area. The ones that do live here probably have large flat plots of land that they more than likely may not even notice the panels on their property. They also have the incentive of getting paid. Both Douglas and Johnson County should not allow these Industrial Solar Fields to surround neighborhoods or homes on more than one side of their property lines. You should consider the people who have invested so much to live and run businesses in this area. We are the ones that should take precedence over any Utility-Scale Solar Projects. No Industrial Solar Field should be placed on high elevated hills in this proposed area. There are many reasons not to so this. It will be impossible to minimize the views of the panels. The hills are filled with Martin, Sibleyville soil which is filled with sandy soil so erosion will be hard to control. A lot of these hills have ponds, some large, at the bottom that can flow onto or connect to none participating landowners land and ponds. In addition, some of these ponds have overflow directly feeding the existing creeks that surround this area. If herbicides are used runoff could affect not only the neighboring landowners but the fish and wildlife that use these ponds and streams as habitats. One example is the thousands of migrating birds that use these ponds. If you're determined to put it here because it's an easy place to connect into the grid then make it small to start 250-500 acres (which is actually huge), use a local solar company, make it something we can be proud of, make it the best of its kind. Many trials are being done of dual use land, solar plus crop growing. What about requiring that whatever company builds it partner with local growers, fruit, honey producers, or native plant experts, land use experts to make the land even healthier, more beautiful, more abundant. It could be added to the farm tour, could be something that brings the community together instead of drives us apart and away. I'm trying to even wrap my head around the amount of noise that would be produced while they are installing a thousand acres of solar panels. All the trucks and equipment that would be on these quiet roads. This is a peaceful agricultural and residential area. We love living here and people are attracted to come here for retreats, weddings, wine, farm stands ,bison cattle, horseback riding, bees, sunsets over fields.....Though yes we need green energy this is not a place for big industry! The whole idea of it is threatening everyone's peace here. It's not right. |
Sharron G. | Johnson County, KS | Flood zone. We are next door on 159 Street and in the spring we have flooding; so does our neighbor whose land is included in the effected area. Side of yard between our house and propose area cannot be planted until at least end of June as my feet will sinks into the ground. We have had tractors stuck out front and although I admit not to be excited about this idea this location is really has problems and not only us but our other neighbors have had to have basements adjusted for settling. Land is definitely not compact. |

I would like to see the counties and state to come together and give an incentive to clean up and use the contaminated sites that are not getting cleaned otherwise. If they really want to go green that would be the best scenario. |

Massive land uses like that proposed for utility-scale solar do not provide long term jobs and must receive tax credits, a form of government subsidy, to make economically viable. Utility-scale solar should be permitted where there are less people, where the climate is dryer and where the growth prospects of the area are not as bright as that which we enjoy here. |
